1. Hash brown and dried onions into a bowl.
2. Cover with about 1 inch of hot water and rehydrate for 15 mins (should be firm)
3. In another bowl, stir together dry ingredients.
4. drain water from potatoes, and add 6 Tbs. of potato water gradually to dry mixture, mixing well
5. Add this mixture to the potatoes
6. drop the potato mixture into a greased, heated frying pan
7. Flatten each cake and cook for about 3 minutes on each side until golden brown.
8. Serve with cheese
