You can substitute Chicken or Shrimp depending on Dietary Restrictions.
Cook rice. Cut and trim brussel sprouts. Heat large drizzle of oil in a skillet and cook, salt and pepper to taste. Thinly slice scallions, separating whites from greens. In a small bowl combine hoisin, honey, sriracha and a little water. Heat a large drizzle of oil in same skillet and cook beef tips, salt and pepper, add white scallions and ginger, cook until fragrant, the pour sauce and cook until sauce thickens. Fluff rice with fork and stir in butter. Garnish with green scallions and sesame seeds.
